No. You need be the person whose name will appear on the Certificate, or that person's parent (if under 18 years of age) or have the authorisation of that person in order to obtain any of these Certificates.
No. You need to be a next of kin of the person named on the Death Certificate, i.e. a spouse (married/de facto/same sex de facto) a parent or a child of the deceased. If you are a relative not listed on the Certificate, the Certificate can be issued to you if the deceased had no living spouse, children or parents.
Yes. All certificates are officially issued by government departments.
